Planning supports the University of Minnesota’s capital planning decision-making process in participation and preparation of capital budgeting materials, including the annual Capital Budget and Six-Year Capital Improvement Plan.
The Capital Improvement Process Map illustrates the path for University of Minnesota capital projects to advance over time. Projects develop over phases, with Planning supporting the evolution of projects through earliest phases (Feasibility Studies) and onwards into implementation and permitting.
Planners lead the Feasibility Study phase of capital project development for high impact projects. When a project's scope or impact warrant this study, considerations include project rationale; analyses of operational, space needs, and project impacts; high-level program definition; and rough project costing, financial analysis, and pro forma development.
